7 firms to bid for lease, development of SCTex Macangcung area lot—BCDA

MANILA, Philippines—Seven firms have expressed interest in bidding for the long-term lease and development of a two-hectare property along the 94-kilometer Subic-Clark-Tarlac Expressway (SCTEx), the state run Bases Conversion and Development Authority (BCDA) said.


These companies were identified as Double Dragon Properties Corp.; LBC Express Business Solutions/Development; Manila North Tollways Corp.; Northern Star Energy; Northwalk Land Inc.; PTT Philippines Corp.; and Seaoil Philippines Inc.


BCDA President and CEO Arnel Paciano D. Casanova said in a statement that these firms were those that attended the pre-bid conference for the SCTEx Macangcung Area earlier this month.


“We look forward to the eventual submission of bids by these firms when the BCDA undertakes the public bidding for the SCTEx Service Area,” Casanova said.


The SCTEX Macangcung Service Area lot is located in Barangay (village) Santiago in Concepcion, Tarlac, specifically at the Clark-bound/north-bound direction of the Clark-Tarlac segment. Its development will require the establishment, operation and maintenance of a gasoline station with amenities such as rest rooms, sufficient and adequate parking slots, emergency First Aid station, potable water and lighting system, emergency vehicle repair shop and convenience stores.


Nena D. Radoc, chair of the Asset Disposition Program Committee at the BCDA, said that interested parties have been given until April 2 to purchase the terms of reference for the bidding for a non-refundable fee of P50,000.


Radoc added that the minimum starting annual fixed lease would be P3.5 million, starting on the fifth year and subject to a five percent annual escalation. This meant that the first four years would be “a rent-free period.”


The winning bidder will be required to remit to the BCDA a security deposit equivalent to the winning bid and shall post a surety bond with a face value of P7 million.


Deadline for the submission of the eligibility documents and final proposal by bidders is scheduled for April 4.
