China has again rejected an attempt by the Philippines to challenge its territorial claims over the South China Sea through international arbitration, releasing a lengthy paper a week before the Dec. 15, 2014 deadline for China to respond to the case. China prefers to settle its disputes with discussions with the countries directly involved. But the Philippines has filed a case with an international tribunal. AP

MANILA, Philippines—-Tropical Storm Ruby’s (international name: Hagupit) passage has resulted in just under half-a-billion pesos in damage to agriculture.

Officials of the Department of Agriculture said in a briefing on Monday that initial reports of damage to crops, fisheries, livestock, and related infrastructure amounted to P498.27 million.

Agriculture Secretary Proceso Alcala said that the initial reports of damage were small because many farmers had harvested rice and other crops by this time. Immature crops still on the field may yet recover, Alcala said.
